The State Department warned last month that EB3 could begin to see retrogression as early as November. Well, they weren’t kidding.
In the November 2021 Visa Bulletin released today, China EB3 will move backward by nearly 10 months. But it’s even worse for India EB3, which will retrogress by nearly two full years. See table below:

The good news is that EB2 China and EB2 India will both advance by a few months, while all EB1 categories will remain Current for November.
Additionally, the EB-5 Regional Center program is still unavailable after expiring on June 30, 2021.
