You meant the re-entry permit? Just getting the permit doesn’t reset your clock – it is primarily how long you’ve been outside the U.S. that counts, whether you use it or not.

In my personal opinion your best option would be to find a new job ASAP, or change your status to another non-immigrant category such as F or B before your H-1B ends.

India F3 cutoff date has been advancing steadily in recent months (roughly 3 weeks each time), so you can estimate how long it would take for your turn. Also DOS may initiate the process a bit earlier.

The law governing this issue is “Section 625 of Public Law 104-208.” You can try google it for more information. It states that F-1 students attending public schools must pay full tuition (along with other restrictions), but dependents of long-term nonimmigrants are not restricted by the new provisions.
