August 2019 Visa Bulletin has been released by the Department of State. The table below shows “Final Action” cut-off dates for major employment-based categories, as well as their movement from the previous month.

As expected, “August Dip” returns for the Philippines, Mexico and ROW EB2 categories. DOS often tightens visa number availability in August/September to make sure they don’t exceed annual quota. When new fiscal year starts on October 1st, these categories should return to Current.
China EB2 moves forward by 61 days in August, while India EB2 advances by 8 days.
For EB3, China leaps forward by six months, while all other categories moves backward by about three YEARS. This is brutal.
