Increasing visa numbers is the ultimate solution, better than anything else. But it requires new law. Despite millions of people asking for it in the past decades, it didn't happen. And there is no sign indicating the numbers will be raised any time soon.

Given that, a "light green card" would serve as a gurantee of GC as soon as a visa number becomes available, since the underlying I-485 has been pre-adjudicated and is deemed approvable. It thus allows a person to enjoy "some" green card benefits earlier, not to mention the peace-of-mind, while waiting many years for a visa number.

The difference is that maybe, just maybe, the administration can pull it off without the need for a new law.

Perhaps I'm just confused, but what is the advantage of this action compared to simply increasing the number of immigrant visa numbers? It seems as if you are just granting temporary status where permanent status would solve just as well if not better if the cap was increased.

Thanks for the comments guys. I apologize for the delay of posting them: my email system suddenly decided to hold all emails from WordPress as spam, and I didn't see the notifications until today.

Good discussion so far!

this is not going to help; the issue is not the non availability of visas, it is the haphazard processing delays and red tape. What they need to do is make it more efficient and transparent, recapture visas lost and make sure that no numbers go in waste. But then every one is benefiting from this logjam, USCIS is making tons of money, lawyer firms are having a wind fall. Only the legal 'alien' is screwed, this is largely by design and not serendipitous.

Thanks. Please help spread the word. There has been recent legislative moves that are touching this area, but the more people know about it, the better.

Excellent summary on EB backlog issue and workable solution within current broad legal framework. This should not be tagged with CIR and move as independent legislation to streamline USCIS process.

Need to circulate the idea widely for familiarity of insane backlog issue and additionally highlight the morale of 'to be' citizen left in limbo for over decades. What kind of individual loyalty do the nation expect from a person especially where family members are divided i.e children are citizen by birth and parents will be citizen ( unless there is other ground to be denied) after 10 - 15 years. Its simply a terrible process for social integration.
