		<description>Actually by “Qualified Candidate” we meant to say “Qualified American Worker.” If during active recruiting a qualified and willing American worker is found who meets the minimum job requirement, the labor certification will not be approved.

But you are absolutely right that our wording should be clearer. We’ll make a change in the next revision.
